The Ministry's strategy 2016-2018

The first objective: is to find specific mechanisms for tourism development and reconstruction according to available resources.

  • Work on the reconstruction of damaged buildings and tourist facilities belonging to the Ministry and the private sector resulting from terrorist acts.
  • Achieving the flow of national and friendly capital and enhancing the role of the private sector towards alluring and attractive tourism investment stages in specific areas and then expanding through increasing the rate of tourism to achieving balanced and sustainable development.
  • Supporting the establishment of small and medium-sized tourism projects that contribute to community development
  • Control and rationalize government spending and identify tourism projects that the responsibility of their implementation is on the government now in what achieves the required rent according to priorities.
  • Development and promotion of national investment in traditional and manual industries
  • Work with local partners such as government organizations, institutions and universities for reconstruction, and to promote social responsibility.
  • Communicate with friendly countries and international organizations with the aim of enhancing tourism relations and laying down the practical bases in the fields of tourism investment, tourism sector reconstruction, promotion and training.

The second objective: to encourage tourism investment and to create a favorable investment climate to rebuild confidence with investors

  • Provide facilities, mediation and incentives for suspended and damaged projects, and prepare the necessary legislation to alleviate the financial burden on the owners of damaged tourism facilities to re-establish service.
  • To reconsider the role of the State in the field of financial investments in the field of tourism training and education in order to alleviate the governmental financial burden.
  • Introducing tourism development zones in the Syrian coast attracting investments, in which investors and major development companies specialized in funding and implementing of infrastructure and presenting it for tourism investment as cities and integrated tourist villages.
  • Simplifying the procedures of tourist licenses to create a single window to be the only interface to the tourist investor.
  • Completing tourism investment promotion for reconstruction projects in the tourism sector.
  • Upgrading tourism planning as a way to balanced tourism development according to selected criteria to determine the appropriate planning direction for each region and taking into account the planning determinants of the investment programs specific to each of the investment sites.

The third Objective: To adopt new trends in internal and external promotion policies

  • To stimulate domestic tourism and activate low-cost tourism, and to provide suitable sites for and popular tourism such as open beaches.
  • Implementing an external promotional policy by activating the role of the Syrian expatriates and strengthening their ties to their motherland to be ambassadors of their homeland in the countries of expatriation in highlighting the cultural, historical, heritage and original values of the Syrian society.
  • Focus on religious tourism in view of the importance and richness of Syria in Islamic and Christian religious sites, and the development of plans for rehabilitation and restoration of these sites and the development of religious tourism product.

The fourth objective: Raise the efficiency of the institutional framework and develop its capabilities to meet the requirements of the tourism sector

  • To improve the performance of the ministry and instill a culture of excellence among all staff at all levels and to adopt performance and efficiency as criteria for measurement and evaluation to reflect transparency and objectivity.
  • Increasing the productivity of workers in the tourism sector to ensure the development of individual and institutional performances through training and rehabilitation.
  • To highlight the importance of development and administrative reform, and adopt administrative development as an essential means for the development of the tourism sector.
  • Enhancing the role of the Supreme Council for Tourism as the way to achieve the required coordination and interaction between the various governmental bodies (local administration, culture, internal trade and consumer protection, finance, economy, transport, agriculture ...).
